This essay contemplates the tension between the inefficiency and disorder that is a consequence of a free, democratic society and the need, especially in foreign policy, for stability and continuity. Schlesinger advocates such good things as more talented public servants and greater discipline and realism in facing the nation's problems. He is optimistic about the future.
