Gorbachev's new thinking and new policies described and judged from a Marxist (Trotskyist) point of view. The Soviet leader, according to Mandel, is attempting radical-but not revolutionary-reforms from above, but is caught between the bureaucracy and the pressures for revolutionary change from below; hence, his dilemmas and his high risks. There are stimulating insights here, even if one rejects the overall thesis.
