One has to be skeptical of quantitative tests of conflicting ideas about the effects of foreign investment on the internal politics, foreign policies and economic growth of a large number of developing countries. However, Professor Rothgeb makes useful distinctions, arrives at clearly expressed eclectic conclusions, and points to some specific needs for further research. His frequently ingenious choice of measurements will not escape challenge, but the book is an excellent antidote to popular generalizations.
