The format is an interesting and useful one: academic experts sketch the current state of affairs in individual countries (the Warsaw Pact states plus Yugoslavia and Albania), and then present or former diplomats discuss policy. The contributors are well chosen, many are well known, and the book is informative. However, any such attempt to read the future invites skepticism. These authors should be required to read in 1999 what they have written in 1989.
