Most of this prescriptive volume is well informed and commonsensical. Presidents and other high officials should take management more seriously. Policies must be implemented rather than simply proclaimed. The Office of Management and Budget should be accorded a sustained and meaningful role. Links between the producers and consumers of intelligence should be made more effective. The very negative chapter on the Department of State, however, is dismissive and unfair.
