This book provides a useful description of the way in which the codes negotiated in the GATT's Tokyo Round were applied over a period of years. It is more valuable when it digs into the reasons the United States or the European Community took one position or another. But the author is primarily interested in this experience as a test of two theories of state behavior, which concerns a different audience and makes for generalizations that conceal details that need examination.
