A revised and updated edition of an excellent book first published in 1987. It is still a good book, but the change in title and the rather sketchy coverage of the intifada do not add much to what we had before. Recent events do confirm one of the author's main points: that until there is a change in the Israeli consensus on creating "facts," on holding and building positions in the West Bank, it is illusory to expect progress toward a negotiated settlement.
