Among several informative articles in this conference symposium are one by Robert Scalapino on Japan's security policy and another by Charles Morrison that explores the current tendencies in Asia toward political pluralism. Scalapino offers a variety of reasons why fears of Japanese militarism are exaggerated. Morrison is cautious about the future of democracy in the Philippines, where he estimates some 60 percent of the population is below the poverty line, and South Korea, where the democratic political system must still prove its legitimacy against strong odds.
