The contributors to this volume, a tribute to the late Senator Tower, walk around verification to view it from a variety of perspectives-historical, technical and political. Their chapters combine to produce a useful review, one that provokes the question of whether their subtitle might end with a question mark: will verification be the arms control issue of the 1990s or will it cede pride of place, at least between the United States and lands of the former Soviet Union, to the question of who acquires which arms control obligations?
