An essay on "Europe"-on the slow but inevitable growth of common institutions, on past difficulties partially overcome, on the prospects, at once promising, inherently logical and yet likely to be realized in the same uncertain, uneven pace that has marked Europe's development so far. A good account of a largely familiar story, told in commendable compression, with some interesting aperçus.
