A collection of the author's essays, most of which have already appeared elsewhere, but have been revised. Well worth perusing nevertheless. The last essay, "Toward the post-Cold War World," is a stimulating examination of the conflict between the traditional desire for international integration and new forces of fragmentation, so obviously now at work in Europe.
