Four first-rate economists appointed by a Finnish research institute that is part of the United Nations University waste no space in making precise statements covering the basic economic logic of migration in Europe and the substitutes for it. They are much vaguer about criteria for "regulations" which they accept as necessary even if western Europe accepts recommendations about freer trade, the free flow of capital and substantial aid to eastern Europe.
