Lebanon's former president reflects on how his country's ills can best be cured. The proposals are forward-looking, often general, but built around the idea of a strong presidency. The international community is tasked with helping to persuade the Israelis and Syrians to withdraw and then to help rebuild the country. This has the feel of a campaign manifesto, replete with the now-popular anti-Syrian overtones.
